    Mr. Leonid Brezhnev, Soviet Communist Party Chief, told more than 3,000 delegates to the World Congress of Peace loving Forces in Moscow on Friday (26 October) that he had sent a team of representatives to the Middle East to observe the ceasefire between Israel and the Arab Countries.

    Speaking in the vast Kremlin Palace of Congress, Mr. Brezhnev said they had gone in answer to a request from Egyptian President Anwar Sadat.

    Mr. Brezhnev, who the previous day had received a sustained ovation from the gathering as he and other Soviet leaders entered the Congress, had postponed his address scheduled for the opening day of the Congress.

    When he returned the next day, he devoted the first 40-minutes of his address to the Middle East crisis. He said Israel should withdraw from all the territories it occupied during the 1967 war and Arab states should be guaranteed inviolable frontiers. The Soviet Union, he said, was willing to join in the offering of such guarantees.

    "At the same time we are thinking about other possible measures whose adoption the situation may require", Mr. Brezhnev said. Talks should be started immediately on the Middle East situation following the United Nations decision to send in a peace keeping force, he added.

    The Soviet leader's emphasis throughout the speech was on the need to re-establish peace with guarantees for all states in the Middle East area for the avoidance of confrontation, especially nuclear confrontation, and for maintenance of detente.
