Background: The former leader of what is now the Khmer Republic, arrived in Dakar last thursday (May 10) for a four day official visit to Senegal.

During the visit Prince Sihanouk said he was neither an exile nor an outlaw. His Government, which is in exile in peking, he said represented "independent and non-feudal cambodia".

Prince Sihanouk said his government would not agree to negotiate with the Phnom Penh regime which he called "the pawn of American and British Imperialism on the South-East Asian checkerboard".

The Prince, who was accompanied by his wife, Princess Monique, had two formal meetings with President Leopold Senghor -- and the Prince and the President signed a joint communique.

Prince Sihanouk left by special 'plans on Sunday (May 13) for Conakry, the capital of Guinea.

He is on a nine nation tour of Africa and Eastern Europe.

SYNOPSIS: The exiled Cambodian leader, Prince Norodom Sihanouk arrived with his wife Princess Monique in Dakar, capital of Senegal las Thursday, for a four day official visit. The Prince was greeted by President Leopold Senghor. The former leader of what is now the Khmer Republic has lived in Peking since being ousted in a coup three years ago.

Prince Sihanouk is on a nine nation tour of Africa and Eastern Europe.

Before coming to Senegal he visited Algeria. After welcoming speeches at the airport and signing the visitors book, Prince Sihanouk was driven to the Presidential Palace for talks with President Senghor. At the Palace he was greeted by members of the Senegal Government.

Later Prince Sihanouk placed a wreath on the Cenotaph at Dakar. On Friday the Prince spoke of his recent visit to what he called "liberated areas" of the Khmer Republic, and said he would go again next year. He said he was neither an exile nor an outlaw. His government represented "independent and no feudal Cambodia". They would never agree to negotiate with the Phnom Penh regime.

The regime, he said, was the pawn of American and British imperialism on the South-East Asian checkerboard.

The Prince and the President also had further talks. On Sunday Prince Sihanouk and Princess Monique left by special 'plane for Conakry, capital of Guinea for a visit.
