Background: A Soviet-Kenyan communique was signed in the Kremlin on May 11th. It was signed for the Soviet Union by the first deputy Premier Mr. Alexei Kosygin and for Kenya by the leader of the government delegation, the Minister for the Interior Mr. Oginga Odinga.
Present at the signing ceremony were Mr. Mikoyan, first deputy Premier, Mr. Ponomarev, Secretary of the Central Committee of the Soviet Communist party; Mr. Ustinov, member of the party's Central Committee and other officials.
