    West German Foreign Minister Hans-Dietrich Genscher delivered the inaugural speech at the annual conference of the Free Democratic (Liberal) Party in Mainz, on Monday (27 October). Herr Genscher is the F.D.P's Chairman...and the West German Vice-Chancellor.

    He told the 400 delegates that there was no feasible alternative to the West's policy of relaxation in relations with the communist bloc led by Moscow.

    Herr Genschar was speaking on the eve of Chancellor Helmut Schmidt's visit to China, whose leaders have told Bonn that Moscow was exploiting the desire for detente to lull the West into a false sense of security.

    He said his party would not follow the path of self-isolation which was tantamount to a surrender of all policy.

    The Foreign Minister called on the opposition Christian Democratic Party to reconsider its objection to the latest "People for Money" agreement with Poland.

    He also that West Germany strongly opposed apartheid in South Africa, and wanted independence for Rhodesia and South West Africa (Namibia).
