    Despite the Aug 30 traffic restriction imposed by the East German regime on West German travellers into West Berlin, traffic through the Helmstedt checkpoint on the East-West zonal border appeared to be as normal Aug 31.

    The restrictions are interpreted as an East German attempt to prevent West Germans attending two week-end meetings in West Berlin. These are a conference of the Association of ex-Prisoners of War and Relatives of Missing soldiers, and a celebration by organisations representing refugees from Germany's former eastern territories.

    From midnight Aug 30 until midnight Sept 4 West Germans are banned from entering East Berlin - through which thy have to travel to get in and out of West Berlin - without a valid residence permit. They are also banned from "misusing" East German travel routes or territory to attend the "revanchist" and "Miliarist" meetings. West Berliners are not affected by the ban, and for them the normal inter-city traffic exchange continues normally.

    After an Aug 31 meeting with West Berlin burgomaster Willi Brandt, the three Western commandants in berlin protested in strong terms to General Zacharov, the Russian Army Commander in the city. They are reported to have described the restrictions as a "flagrant violation of the right of free circulation of Berlin", and were a "direct contravention of the agreement between the Western Powers Four-Power agreements."
