    THE 17TH COMMONWEALTH CONFERENCE OPENED IN LONDON TODAY (TUESDAY) AMID DEMONSTRATIONS IN THE STREET. TODAY'S OPENING SESSION OF THE CONFERENCE WAS HELD AT MARLBOROUGH HOUSE, A ROYAL PALACE JUST A FEW BLOCKS FROM BUCKINGHAM PALACE.

    OUTSIDE THE BUILDING, AN ESTIMATED 400 DEMONSTRATORS FROM A DOZEN DIFFERENT CAUSES SANG AND CHANTED FROM BEHIND A POLICE CORDON.

    THERE WAS A RHODESIAN DEMONSTRATION. DEMONSTRATORS CARRIED BANNERS URGING MAJORITY RULE FOR RHODESIA AND PLACARDS WITH "NIBMAR" ON THEM NIBMAR MEANS NO INDEPENDENCE BEFORE MAJORITY AFRICAN RULE. AMONG THOSE PROTESTING THE RHODESIAN ISSUE WERE ABOUT 20 FROM THE ANTI-APARTHEID MOVEMENT WHO HAD KEPT AN ALL-NIGHT VIGIL OUTSIDE MARLBOROUGH HOUSE.

    A STRONG GUARD OF ABOUT 300 POLICEMEN KEPT APART RIVAL NIGERIAN AND BIAFRAN CONTINGENTS.

    SUPPORTERS OF FEDERAL NIGERIA WAVED NATIONAL FLAGS AND PLACARDS SUPPORTING MAJOR-GENERAL YAKUBU GOWON. ONE PROCLAIMED: "GOWON GO AND WIN". THE DEMONSTRATORS ALSO SANG "ONE NIGERIA", A PATRIOTIC SONG.

    DEMONSTRATORS IN SUPPORT OF THE BREAKAWAY STATE OF BIAFRA CHANTED AFRICAN SONGS AND DANCED ON THE PAVEMENT.

    THERE WERE FOUR ARRESTS IN TODAY'S DEMONSTRATIONS.
