Background: Libyan leader Colonel Muammar Gaddafi joined Egyptian and Zairian presidents Anwar Sadat and Mobutu Sese Seko in a 'victory celebrations' in the Egyptian capital Cairo, on Tuesday (February 19) to honour the dead of the October 1973 Middle East war. He had arrived unannounced the previous evening in a reporter attempt to settle his country's differences with Egypt.

In a special session of the Egyptian Parliament to honour the war dead, he made what reporters described as 'an apology' for his previous hostile attitude towards President Sadat's conduct of the war and the ceasefire. He told parliament that his criticisms sprang from his faith in Egypt. He had been harsh, he said, but 'my motive in all this way my eagerness that Egypt should not fall, because if Egypt falls the entire Arab nation will collapse."
The two Arab leaders exchanged public embraces and announced promotions and medals for war veterans. Zaire's President Mobutu, in Egypt on a week-long official visit, cancelled his schedule -- he was due to visit several Cairo factories -- to attend the celebration. Before the parliamentary session, President Sadat drove through the streets of Cairo with War Minister General Ahmed Ismail -- whom he promoted to Field Marshall.
