Background: Men dressed in I.R.A. uniforms mixed with less militant Irishmen today during the annual Saint Patrick's Day march through London. Sprinkled among the marchers were protest banners, but generally the mood was cheerful. Some members went to Number 10 Downing Street to present a petition calling for the release of "political prisoners."
