    THE CONSERVATIVES NOW GOVERN THE COUNTRY UNDER PRIME MINISTER SIR ALEC DOUGLAS-HOME. BRITAIN IS MORE PROSPEROUS NOW THAN IT HAS EVER BEEN, SAY THE CONSERVATIVES. "IT'S YOUR STANDARD OF LIVING" WARN THE POSTERS.

BUT THE POLLS TAKE ONLY A SMALL SAMPLING AND THE REPRESENTATION SYSTEM IS SUCH THAT THEY COULD BE VERY INACCURATE.

    HOWEVER, THE CONSERVATIVES DO SEEM TO HAVE PICKED UP A LOT OF GROUND IN THE PAST FEW WEEKS AFTER SUFFERING A SERIES OF MISFORTUNES IN THEIR TERM OF OFFICE -- FAILURE TO ENTER THE COMMON MARKET AND THE PROFUMO SCANDAL HAD BROUGHT THE PARTY HOPES TO A LOW EBB.

    THE OPPOSITION LABOUR PARTY IS LED BY MR. HAROLD WILSON. AT PRESENT HIS PARTY HAS ABOUT 100 SEATS FEWER THAN THE CONSERVATIVES. TODAY (FRIDAY) MR. WILSON ANNOUNCED THE LABOUR PARTY'S MANIFESTO FOR THE ELECTION. A MAJOR DIFFERENCE BETWEEN THE TWO PARTIES IS THE NUCLEAR WEAPON ISSUE. THE CONSERVATIVES NEGOTIATED THE "NASSAU AGREEMENT" UNDER WHICH BRITAIN RECEIVES NUCLEAR POLARIS MISSILES FROM THE UNITED STATES, AND THIS, MR. WILSON SAID, HE WOULD RENEGOTIATE. HE SAID THAT THE LABOUR PARTY WAS AGAINST THE DEVELOPMENT OF INDEPENDENT NUCLEAR DETERRENTS AND WOULD WORK FOR INTERDEPENDENCE OF THE WESTERN NUCLEAR ALLIANCE (NATO) UNDER EFFECTIVE POLITICAL CONTROL.

    HE SAID THAT LABOUR WOULD WORK FOR CLOSER LINKS, WITHIN THE BRITISH COMMONWEALTH. HE PLEDGED TO PROMOTE MORE FREQUENT CONSULTATIONS BETWEEN COMMONWEALTH LEADERS, AND MAKE A NEW DRIVE FOR EXPORTS THROUGH A COMMONWEALTH EXPORTS COUNCIL.

    DEALING WITH A WIDER PROBLEM OF ALL DEVELOPING COUNTRIES, MR. WILSON SAID LABOUR WOULD INCREASE THE SHARE OF BRITAIN'S INCOME DEVOTED TO ESSENTIAL AID PROGRAMMED AND REVIVE THE CONCEPT OF A WORLD FOOD BOARD FOR THE DISPOSAL OF AGRICULTURAL SURPLUSES.

    BRITAIN'S OTHER NATIONAL PARTY IS THE LIBERAL PARTY. THERE ARE ONLY SEVEN LIBERAL MEMBERS IN THE HOUSE OF COMMONS, BUT THIS YEAR THE PARTY WILL CONTEST 350 SEATS. A DRAMATIC VICTORY BY A LIBERAL CANDIDATE OVER A CONSERVATIVE IN A LONDON SUBURB TWO YEARS AGO, GAINED THE LIBERALS RAPID SUPPORT, BUT SINCE THEN IT APPEARS TI HAVE WANED. HOWEVER, THE LIBERALS CLAIM THAT THEY OFFER A RADICAL PARTY THAT'S NOT SOCIALIST AND BELIEVE THEY CAN ATTRACT A LOT OF YOUNG MIDDLE-CLASS PEOPLE. MR. GRIMOND, THEIR LEADER, CAN HARDLY HOPE TO FIND HIMSELF IN 10 DOWNING STREET, BUT IN AN ALMOST EVENLY DIVIDED HOUSE OF COMMONS THE LIBERAL PARTY COULD HOLD SWAY AND THIS IS WHAT THE LIBERALS ARE HOPING FOR.

    THE LIBERALS ARE PARTICULAR IMPORTANCE IN THE ELECTION SINCE THEY ARE MORE LIKELY TO TAKE THE CONSERVATIVE VOTE AND IN SPLITTING THE POLL MAY GIVE AN OTHERWISE CONSERVATIVE SEAR TO THE LABOUR PARTY.
