    TWO FRENCH TRADE UNIONISTS, LEADERS OF THE GENERAL CONFEDERATION OF WORKERS, RETURNED TO PARIS TODAY (FRIDAY) AFTER A NINE-DAY VISIT TO NORTH VIETNAM, AND ACCUSED THE UNITED STATES AIR FORCE OF CARRYING OUT TERROR AIR RAIDS ON CIVILIANS.

    M. GEORGES SEGUY AND M. LUCIEN POSTEL MET PRESIDENT HO CHI MIN IN HANOI AND HAD TALKS WITH SENIOR ARMY OFFICERS AND TRADE UNION LEADERS.

    AT A PRESS CONFERENCE GIVEN AFTER THEY RETURNED, THEY SAID THAT THEY HAD INSPECTED BOMB SITES AND WERE SATISFIED THAT THE UNITED STATES WAS CONDUCTING TERROR RAIDS AGAINST THE CIVILIAN POPULATION.

    THEY SHOWED JOURNALISTS BOMBS MANUFACTURED IN AMERICA WHICH THEY SAID WERE FOUND IN HAIPHONG AFTER AN AIR RAID. THEY DESCRIBED THE BOMBS AS HIGHLY DESTRUCTIVE ANTI-PERSONNEL FRAGMENTATION WEAPONS.

    BUT THEY TOLD THE PRESS CONFERENCE THAT THE AIR ATTACKS WERE NOT CAUSING TERROR OR PANIC. THEY SAID PRESIDENT HO HAD TOLD THEM NORTH VIETNAM WAS READY FOR ANY SACRIFICE AND WOULD FIGHT FOR AS LONG AS WAS NECESSARY TO ENSURE ITS INDEPENDENCE AND LIBERTY.
