    A NEW MAYOR WAS ELECTED FOR WEST BERLIN TODAY (WEDNESDAY) TO SUCCEED HERR WILLY BRANDT. HE WAS PROTESTANT PASTOR HEINRICH ALBERTZ, A 51 YEAR-OLD SOCIAL DEMOCRAT, AND HERR BRANDT'S DEPUTY SINCE 1963.

    PASTOR ALBERTZ SUCCEEDS HERR BRANDT, NOW VICE-CHANCELLOR AND FOREIGN MINISTER OF WEST GERMANY. HIS TERM OF OFFICE AS GOVERNING MAYOR WILL LAST UNTIL MARCH NEXT YEAR, WHEN WEST BERLINERS ELECT A NEW PARLIAMENT.

    THE PIPE-SMOKING, BESPECTACLED PASTOR IS THE FIFTH GOVERNING MAYOR SINCE WEST BERLIN WAS FOUNDED AS AN INDEPENDENT PART OF BERLIN IN 1948, DURING THE BERLIN BLOCKADE.

    HE IS KNOWN TO BERLINERS AS THE MAN WHO ORGANISED HOLIDAY AGREEMENTS BY WHICH OVER FIVE MILLION VISITS BY WEST BERLINERS HAVE BEEN PAID TO RELATIVES IN EAST GERMANY DURING THE LAST THREE YEARS.

    HOWEVER, IN AN ELECTION SPEECH HE HELD OUT LITTLE HOPE FOR PASSES BETWEEN EAST AND WEST BEING ISSUED THIS CHRISTMAS. HE SAID: "TEN DAYS BEFORE CHRISTMAS EVE I HAVE TO TELL YOU THAT IT SEEMS THERE WILL BE NO PASSES FOR VISITS TO EAST BERLIN THIS YEAR. THAT WILL BE A HEAVY BURDEN FOR PEOPLE IN OUR CITY."
    EAST GERMANY HAS DEMANDED FULL POLITICAL RECOGNITION BY THE WEST BERLIN CITY GOVERNMENT AS A CONDITION FOR A NEW AGREEMENT CONCERNING PASSES.
