    TRANSCRIPT SEQ 2: ROGERS: "We continue to have hope that progress will be made. We are encouraged by the restraint of the parties in the area. Hostilities have not resumed and we hope that condition will continue. We think that this is a moment when peace might be achieved if all parties are willing to proceed. We are prepared to play a responsible and appropriate role in the peace-keeping force. We've not attempted to find the size of that force, the composition - we think that's up to the parties - but we think that one of the most assured ways to provide security is to have a United Nations peace-keeping force in the area under an arrangement that would provide that they could not be withdrawn arbitrarily, and with the presence of the United States."



    SEQ 3: REPORTER: "Did the Secretary say the Russians have agreed to participate in a peace-keeping force?"



    FULBRIGHT: "They have indicated that under the same conditions as the Americans. If they want them to participate and it's done under the auspices of the U.N. and all the other things I've already said about the Americans, if they would. It's the first time that I know of that the Russians have indicated they would participate in such an operation."

    Background: Secretary of State William Rogers said in Washington on Friday (12 March) that one of the best ways to provide security in the Middle East would be the creation of a United Nations peace-keeping force for areas like the Sinai. Desert. Arrangements for the force should provide that it could not be withdrawn arbitrarily - an apparent reference to Israeli fears of a repetition of the pull-out of the previous U.N. Middle East force just before the start of the Six-Day War in 1967.

    Senator William Fulbright, chairman of the Senate's Foreign Relations Committee, commented on the Soviet Union's willingness to participate in such a peace-keeping operation.
