    THE SITUATION IN DAHOMEY, WHERE A CHANGE FROM MILITARY TO CIVILIAN RULE IS TAKING PLACE, WAS THE MAJOR ITEM OF DISCUSSION YESTERDAY (WEDNESDAY) AT THE SUMMIT MEETING IN ABIDJAN, IVORY COAST, OF THE COUNCIL OF UNDERSTANDING (CONSEIL D'ENTENTE) -- AN ASSOCIATION OF DAHOMEY, TOGO, IVORY COAST, UPPER VOLTA AND NIGER. THE COUNCIL ALSO DISCUSSED THE COMING MEETING IN NIAMEY OF THE CONSULTATIVE COMMISSION OF THE ORGANISATION OF AFRICAN UNITY(OAU) -- AND WISHED IT THE GREATEST SUCCESS.

    THE EXTRAORDINARY MEETING TOOK PLACE BEHIND CLOSED AT THE PRESIDENT PALACE IN ABIDJAN. ON HIS ARRIVAL AT ABIDJAN AIRPORT, DAHOMEY'S MILITARY RULER, COLONEL ALPHONSE ALLEY, TOLD NEWSMEN THAT THE NOMINATION OF THE COUNTRY'S FORMER FOREIGN MINISTER, DR. EMILDE DERLIN ZINSOU, AS PRESIDENT HAD THE WIDE SUPPORT OF THE PEOPLE. THE ARMY ASKED DR. ZINSOU TO FORM A GOVERNMENT DESPITE PROTESTS FROM TWO FORMER DAHOMEY PRESIDENTS. SOUROU MIGAN APITHY AND HUBERT MAGA, AND A FORMER PRIME MINISTER, JUSTIN AMOHADEGBE -- WHO DESCRIBED THE MOVE IS A VIOLATION OF THE CONSTITUTION. DAHOMEY HAS BEEN UNDER MILITARY RULE FOR TWO AND A HALF YEARS.

    THE ONE-DAY MEETING WAS ANNOUNCED IN A COMMUNIQUE. NO OFFICIAL COMMUNIQUE WAS RELEASED. HOWEVER, COLONEL ALLEY SAID TODAY THAT HE HAD GIVEN THE COUNCIL THE REASONS FOR HIS NOMINATION OF DR. ZINSOU AS PRESIDENT.
