    The fifth round of the Soviet - American negotiations to halt the arms race formally ended in Helsinki today (Friday 24 September) amid firm signs that a treaty limiting the deployment of defensive missiles could emerge at the next phase in Vienna.

    A joint communique at the close of the 11-week Helsinki round of the Strategic Arms Limitation Talks (SALT) said the two sides had developed "certain common ground" on nuclear missiles limitation and now had a clearer understanding of the issues to be resolved.

    The talks, which began in November 1969, are due to resume in Vienna on November 15.

    SYNOPSIS: The American Embassy in Helsinki was the venue for the final round of the Strategic Arms Limitation Talks - SALT - between the Soviet Union and the United States on Friday. For the American negotiator, Mr. Gerard Smith,and his party, it was to be a satisfying day. A joint communique, issued by Mr. Smith and the Soviet negotiator Mr. Semyenov, said that there were firm signs that a treaty limiting the deployment of defensive missiles could emerge at the next phase of talks in Vienna.

    After the talks, both sides went to the Presidential Palace, where the Helsinki session was formally ended by the Finnish President Urho Kekkonen. Observers at the talks commented on the joviality between the American and Russian delegates during the closing stages of the talks.

    An anti-ballistic missile treaty would be a monumental breakthrough in the SALT series. Some American political observers believe that Washington may be prepared to concede a point of two in order to get an agreement around the time of President Nixon's proposed visit to Peking some time before next April .. giving him a two-pronged diplomatic coup that would clearly multiply his chances for re-election next year.
