    GOVERNOR GEORGE WALLACE OF ALABAMA HAS ANNOUNCED THAT HE WILL FILE A BRUIT IN FEDERAL COURT CHALLENGING PRESIDENT KENNEDY'S RIGHT TO SEND U.S.TROOPS INTO ALABAMA.THE PRESIDENT ORDERED APPROXIMATELY 3 THOUSAND SOLDIERS TO TWO MILITARY BASES IN ALABAMA FOR USE...IF NEED...THE PREVENT RACIAL VIOLENCE IN BIRMINGHAM, ALABAMA, WHERE NEGROES RIOTED LAST SUNDAY MORNING AFTER A NEGRO HOME AND HOTEL HAD BEEN BOMBED.

    GOVERNOR WALLACE SAID THE FEDERAL LAW CITED BY PRESIDENT KENNEDY AS AUTHORITY FOR HIS ACTION IS UNCONSTITUTIONAL, AND NOT BE APPLIED LEGALLY IN BIRMINGHAM BECAUSE STATE AND LOCAL AUTHORITIES HAVE NOT REFUSED OR FAILED DOWN RECENT RACIAL VIOLENCE.
