Background: San Jose, Costa Rica, prepares for the coming Organisation of American States Foreign Ministers' conference, opening Aug. 16. The Gran Hotel is being redecorated, suites readied and security measures enforced. Already Military Police check credentials of workers and delegation members.
The conference will meet in the National Theatre, a stone's throw from the Gran Hotel.
In the streets signs tell of the city's welcome to the delegates, but outside the city other signs give an indication that not everyone is welcome.
Many nit-Castro slogans have been daubed on walls and street adverts. This contrasts with the greeting extended to Cuban Foreign Minister Rual Roa when he arrived for the conference Aug. 14. Hundreds of flag-waving Costa Ricans - allegedly led by prominent communists - mobbed Roa.
