My Government intends to simplify the process by which our own people can play a fuller part within the mining industry. We must and shall offer great encouragement for overseas investors to embark on prospecting and developing mineral resources, all of which is generally a high capital enterprise, undertaken at some commercial risk."

Background: The State Opening of Parliament in Kenya took place on Tuesday (February 23rd). President Jomo Kenyatta, in his speech to Parliament, outlined Government policy on pollution, wildlife conservation, food hygiene, mining and foreign investors, greater worker participation in national industrial development, and a World Bank loan for a hydro-electric scheme.
Normally camera crews are not allowed inside Parliament. But on this occasion, Visnews cameraman Mohamed Amin gained access to film the President's speech in an exclusive coverage. The film is worth using for its rarity value alone.
