    PRESIDENT KENNEDY SAID WEDNESDAY (6 MARCH) THAT THE UNITED STATES WOULD INSIST ON DETECTION SAFEGUARDS IN ANY NUCLEAR TEST BAN TREATY WITH RUSSIA.

    THE PRESIDENT TOLD A NEWS CONFERENCE THAT THE U.S."WILL INSIST ON A TEST BAN TREATY THAT GIVES US ASSURANCE THAT IF ANY COUNTRY CONDUCTED A SERIES OF TESTS...THAT SERIES OF TESTS WOULD BE DETECTED." HE SAID THOUGH PERFECTION OF DETECTION METHODS HAS NOT REACHED THE POINT WHERE UN-SITE INSPECTIONS CAN BE RULED OUT.

    THE PRESIDENT CONDUCTED THE NEWS CONFERENCE IN THE AUDITORIUM OF THE U.S.STATE DEPARTMENT IN WASHINGTON, D-C.IT WAS TELECAST LIVE ACROSS THE COUNTRY BY THE THREE MAJOR U.S., NETWORKS.

    MR KENNEDY ALSO SAID:
    THAT THE FOUR AMERICAN FLIERS REPORTED KILLED IN THE UNSUCCESSFUL BAY OF PIGS INVASION OF CUBA TWO YEARS AGO WERE VOLUNTEERS WHO DIED IN THE SERVICE OF THEIR COUNTRY.BUT HE DID NOT SAY WHETHER THEY HAD BEEN HIRED BY THE U.S.CENTRAL INTELLIGENCE AGENCY.

    THAT HE HOPED OTHER AMERICAN REPUBLICS WOULD WORK WITH THE U.S.IN TRYING TO ISOLATE COMMUNISM IN CUBA AND PREVENT ITS SPREADING IN THE WESTERN HEMISPHERE.

    THAT A BLOCKADE OF CUBA TO DENY SHIPMENTS OF OIL TO THAT CARIBBEAN NATION WOULD BE AN ACT OF WAR...AND HE INDICATED THAT U.S.WOULD NOT BE WILLING TO GO THAT FAR AT PRESENT.
