    Former West German Chancellor, Herr willy Brandt, on Wednesday (19 November) proposed an emergency plan to help the European Economic Community (EEC) survive the crisis it faces.

    His speech -- at a meeting of the European Movement in Paris -- was the more significant because it was cleared by the present Chancellor, Herr Helmut Schmidt.

    Among Herr Brandt's major suggestions was the establishment of a "crisis Management" system within the community, involving regular meetings of Heads of State and government to deal with unemployment, inflation and a joint energy policy.     Another major point in Herr Brandt's address was that the Common Market should make special allowances for Britain and Italy, while pursuing its gual of economic integration.

    The leader of West Germany's Social Democrat Party also suggests speedy handling of association agreements with Greece and Portugal.
