AND ACTUALLY IS ENTERED ONCE IN THE MORNING, ABOUT ELEVEN O'CLOCK IN THE MORNING, AND THE COMMANDER, IN SPITE OF THE FACT HE HAD A DEFINITE ORDER TO ENGAGE WITH ANY ENEMY TARGET THAT ENTERED OUT TERRITORIAL WATERS, ASKED OUR PERMISSION, AND THE PERMISSION IS TO, TO RECEIVE ORDERS, THE PERMANENT ORDERS.

    KAMIL: YES. IMMEDIATELY AFTER IT WAS HIT.

    REPORTER: WOULD IT NOT BE POSSIBLE TO SEND U.N. SKIN-DIVERS DOWN TO VERIFY THE DISTANCE?



    KAMIL: IT IS POSSIBLE, YES.



    REPORTER: FROM AN EGYPTIAN POINT OF VIEW, WOULD THAT BE A GOOD IDEA?



    KAMIL: IT IS A POLITICAL MATTER. I DON'T KNOW HOW..I CAN'T ANSWER THIS QUESTION.

    Background: BRIGADIER GENERAL MUSTAPHA KAMIL OF THE UNITED ARAB REPUBLIC HAS SAID IN A FILM INTERVIEW THAT EGYPTIAN MISSILES WERE FIRED AT THE ISRAELI DESTROYER ELATH BECAUSE THE ISRAELI SHIP WAS IN UAR WATERS. GENERAL KAMIL BRIEFLY DESCRIBED THE MISSILE ATTACK AND THE SINKING OF THE SHIP.

    GENERAL KAMIL SAID THE ISRAELI VESSEL WAS WANDERING ALL OVER; THAT IT WAS 13 TO 18 MILES OFF SHOES. HE ALSO SAID THAT HIS MEN TRACKED IT ALL MORNING AND THAT WHEN THE ELATH ENTERED UAR TERRITORIAL WATERS, THE COMMANDER OF THE EGYPTIAN MISSILES BASE HELD FIRE UNTIL CHECKING WITH HIGHER AUTHORITY..AND THEN SHOT AT IT. HE CLAIMED THE ELATH SANK IMMEDIATELY.

    ASKED IF U.N. OBSERVERS WOULD BE ALLOWED TO INSPECT THE SUNKEN SHIP TO VALIDATE EGYPT'S CLAIM, GENERAL KAMIL SAID SUCH AN INSPECTION WOULD PROVE THAT THE ELATH WAS IN EGYPTIAN TERRITORIAL WATERS. BUT THE GENERAL SAID HE DID NOT KNOW WHETHER HIS GOVERNMENT WOULD, IN FACT, ALLOW THE UN TO SEND AN INSPECTION TEAM.
