    ISRAEL IS A LAND WITH AN EMPLOYMENT PROBLEM-NOT THE NORMAL ONE OF TOO MUCH LABOUR-BUT TOO LITTLE. MOST ISRAELIS WORK A SIX-DAY WEEK - PAUSING ONLY FOR THE JEWISH SABBATH - AND MANY HAVE SECOND JOBS
    ONE OF THE RESULTS OF THIS IS THE INCREASING USE OF ARAB WORKERS FROM THE "OCCUPIED TERRITORIES" TAKEN BY ISRAEL DURING THE JUNE WAR 1967.

    ARABS FROM THE GAZA STRIP COME TO WORK IN THE ISRAELI CAPITAL -TEL AVIV. ABOUT FOUR THOUSAND MEN AND WOMEN ARE BROUGHT INTO THE CITY EVERY DAY BY BUS. THEY WORK ON MANY PROJECTS- INCLUDING BUILDING TEL AVIV'S NEW BUS TERMINAL. WOMEN HELP IN STOCKING MAKING AND CHOCOLATE PACKING.

    THE WAGES OF ARAB WORKERS ARE CONTROLLED, LIKE THOSE OF THEIR ISRAELI FELLOW-WORKERS, BY TRADE UNION NEGOTIATIONS. THEY ARE GIVEN TRAINING COURSES FOR THEIR JOBS, WORK AND EAT SIDE BY SIDE WITH ISRAELIS, AND SHOP IN THE CITY'S SUPERMARKETS.

    THIS NEW ATTEMPT AT INTEGRATION HAS MET US WITH OPPOSITION FROM MILITANT ARAB GROUPS. A PROPAGANDA LEAFLET THROWN THROUGH THE BROKE WINDOW OF ONE OF THE LOCAL LABOUR EXCHANGES FROM WHICH THE WORKERS ARE RECRUITED WARNED THEM: "BOYCOTT THE LABOUR EXCHANGE AND DO NOT LEAVE THE GAZA STRIP."
    IT IS THOUGHT POSSIBLE THAT THE RECENT EXPLOSIONS IN HAIFA WHICH KILLED TWO PEOPLE AND INJURED FIFTEEN MAY DETER SOME ARABS FROM JOINING THE SCHEME. BUT ALREADY ABOUT FIFTEEN THOUSAND ARE ALREADY WORKING IN ISRAEL. ABOUT SIXTY PERCENT ARE EMPLOYED IN AGRICULTURE, AND THIS NUMBER IS LIKELY TO DOUBLE DURING THE CITRUS HARVEST SEASON. IN HAIFA ITSELF, ARABS HAVE OFFERED TO JOIN IN MIXED PATROLS WITH ISRAELIS TO HELP PREVENT FURTHER SABOTAGE.
