    The scene was set for the 1974 World Soccer Cup with the draw for preliminary line-ups held Saturday night (January 5) in frankfurt, West Germany. An estimated eight hundred million people in WP countries watched on television as an eleven year old choirboy made the draws.

    Sixteen teams, including three newcomers, will participate in the competition to be held in West Germany starting June 13, 1974. The three teams playing in the World Cup final for the first time are Zaire, Haiti, expect to reach the finals.

    The draw that provoked the greatest response form delegates was in Group One where East Germany was matched with West Germany. Chile is also in Group One. Chile was allowed into the finals after the executive of the International Football Federation (FIFA) disqualified the Soviet Union for refusing to play a return match against Chile in Santiago Stadium. The teams had played to a one-one draw in Moscow but the Soviet Union refused to play in Santiago because political prisoners were kept in the stadium after the Military coup in Chile.

    The two top teams in each group in the preliminary finals will form into two groups, each with four teams. This winner of each group will meat in the final in Munich on July seventh.

    The competition is expected to earn a record eighty-million Marks (thirteen point four million Sterling). About half the revenue is to be used for expenses and the other half divided between FIFA and the participating teams. West Germany will spend about three-hundred million Marks (forty million Sterling) to stage the Cup Finals. Most of the money will be used to improve facilities at eight of the nine stadiums to be used during the three week competition.

    The symbol of the competition is this new World Cup. Brazil won the old cup outright in 1970. An eleven year old choirboy made the draw.

    Earlier, FIFA President, Sir Stanley Rous, announced the Soviet Union had been disqualified in favour of Chile. The Soviets had refused to play a qualification match in Santiago.

    The four 1970 semi-finalists, Brazil, Italy, West Germany and Uruguay were seeded in different groups to avoid having top teams eliminated in the preliminary rounds. Other team names were placed in urns according to geography and strength. This method resulted in a draw that surprised the delegates. East Germany is matched with West Germany in Group One.

    The two teams will play on June twenty-second.

    There are three newcomers this year. So, Zaire, Haiti and Australia were drawn form a separate urn as their abilities are still unknown. The selection of Haiti completed the draw. The preliminary round has Chile and Australia joining East Germany and West Germany in Group O???e. In Group Two, defending champions Brazilare matched against Scotland, Zaire and either Spain or Yugoslavia, depending on the outcome of an elimination match to be played in February. The stiffest competition in the preliminary round is expected in Group three, where Uruguay, Holland, Bulgaria and Sweden are matched. Haiti, Italy, Argentina and Poland are in Group Four.

    The ceremony ended with Sir Stanley Rouse handing Hermann Neuberger, the president of the West German organising committee, the World Cup for safekeeping. The three week competition will start June thirteenth. It is expected to earn a record eighty million marks which, after expenses, will be divided between FIFA and the competing teams.
