    THE CONFERENCE WENT INTO SECRET SESSION SOON AFTER THE OPENING. TWO SUBJECTS GOT AN EARLY AIRING: THE YEMENI CIVIL WAR AND THE CONTROVERSY OVER THE PROPOSALS BY PRESIDENT HABIB BOURGUIBA OF TUNISIA FOR SETTLING THE PALESTINE ISSUE.

    TUNISIA REFUSED TO ATTEND, SAYING THAT THE MEETING EXCEEDED ITS MANDATE BY INCLUDING PRESIDENT BOURGUIBA'S PROPOSALS ON THE AGENDA. THE REFUSAL WAS CONTAINED IN A LETTER TO THE ARAB LEAGUE, WHO REPLIED THAT IT WAS NOT WITHIN THE LEAGUE'S POWER TO PREVENT SUBMISSION OF NOTES ON ANY SUBJECTS UNDER DISCUSSION.

    THE UNITED ARAB REPUBLIC TOLD THE CONFERENCE THAT ARAB UNITY FACED FOUR CHALLENGES -- 1) WEST GERMAN ARMS GIFTS TO ISRAEL, 2) BONN'S RECOGNITION OF ISRAEL, 3) THE "CONSPIRACY AIMED AT LIQUIDATING THE PROBLEM OF PALESTINIAN REFUGEES," AND 4) ISRAELI "AGGRESSION" AGAINST THE SITES OF THE ARAB PROJECTS TO DIVERT THE WATERS OF THE RIVER JORDAN.

    THE CONFERENCE ADJOURNED UNTIL TOMORROW EVENING.
