    ACCORDING TO HERR LEMMER, WEST GERMAN MINISTER FOR ALL GERMAN AFFAIRS, NEARLY FOUR MILLION EAST GERMANS HAVE LEFT THEIR HOMES SINCE 1945. THIS MEANS THAT OVER THE PAST 16 YEARS EVERY FOURTH INHABITANT OF EAST GERMANY HAS FLED TO THE WEST.

    AFTER TIGHTENING CONTROLS ON THE MOVEMENTS OF THEIR POPULATION AND STEPPING UP THEIR DRIVE AGAINST 50,000 EAST BERLINERS WHO ARE STILL EMPLOYED IN WEST BERLIN, THE EAST GERMAN AUTHORITIES ARE NOW TAKING "APPROPRIATE MEASURES WITH TRAVELLERS TO PROTECT EAST GERMANS FROM CONTRACTING POLIOMYELITIS". WEST BERLIN AND WEST GERMAN SPOKESMEN INTERPRET THIS MOVE AS ANOTHER ATTEMPT TO CUT DOWN TRAVELLING BETWEEN EAST AND WEST GERMANY, AND THEREBY TO STEM THE REFUGEZ TIDE.

    ALREADY, AN EAST GERMAN PLANNING TO TRAVEL BY RAIL TO WEST BERLIN BY RAIL HAS TO PASS THREE CHECK-POINTS-ONE AT HIS HOME RAILWAY STATION, ANOTHER AT THE EAST BERLIN ENTRY STATION AND A THIRD AT THE TERMINUS. ALTHOUGH MANY PEOPLE ARE SAID TO BE DETAINED AT THESE CHECK-POINTS, THE EXODUS CONTINUES IN UNPRECEDENTED NUMBERS.
