Background: The Central Committee of the Arab Socialist Union met in Cairo on Wednesday (8 September) to discuss the draft text of the country's new constitution. After sever hours of discussion the draft was accepted. A nation-wide referendum must now decide whether Egypt will get its first permanent constitution since the 1952 army revolution, Egypt's leaders where all present at the meeting, including President Anwar Sadat, Foreign Minister Raid and Prime Minister Fawzy.
Last week 99 per cent of Egyptian voters were in favour of the formation of the Federation of Arab Republics -- uniting Libya, Egypt and Syria.
