    Soviet Communist Party chief Leonid Brezhnev and United States' President Gerald ford arrived in ;the Finnish capital, Helsinki, on Tuesday (29 July) for the start of this week's european Security summit.

    Heads of government and ruling Communist Party chiefs from 33 European countries, the United States and Canada are attending the summit, designed to bring permanent peace to Europe. Albania and China -- who described the conference as "a sick comedy" -- have refused invitations.

    The three-day meeting represents the biggest summit conference in European history....and is regarded by many observers as a personal prestige on this top-level finale, following two years of tough negotiations.

    The conference climax will come on Friday (1 August) when the 33-leaders will sign a 30,000 word declaration effectively consecrating a post-war status quo and enshrining the inviolability of frontiers in Europe.

    In a brief arrival statement at Helsinki airport, President ford warned, however, that the promises contained in the declaration would have to be translated into action if European security were to be realised.
