    MR. JUSTIN MARIE BOMBOKO, FOREIGN MINISTER OF CONGO-KINSHASA, IN PARIS FOR TALKS WITH GENERAL DE GAULLE AND OTHER FRENCH LEADERS.

    MR. BOMBOKO ARRIVED AT LE BOURGET AIRPORT ON THURSDAY AND IS EXPECTED TO REMAIN IN PARIS FOR ABOUT A WEEK. ON FRIDAY HE VISITED GENERAL DE GAULLE AT THE ELYSEE PALACE.

    HIS VISIT COMES AT THE END OF A TWO-MONTH CRISIS WHICH AFFECTED COPPER PRODUCTION IN CONGO-KINSHASA FOLLOWING THE GOVERNMENT DECISION TO SET UP ITS OWN COMPANY TO EXPLOIT THE COUNTRY'S MINERAL WEALTH.

    ON DECEMBER 31 LAST YEAR PRESIDENT MOBUTU, THE COUNTRY'S LEADER, SEIZED THE CONGOLESE ASSETS OF UNION MINIERE DU HAUT-KATANGA -- VALUED AT GBP280 MILLION. A NEW COMPANY, THE SOCIETE GENERALE CONGOLAISE DES MINERALS, WAS FORMED TO REPLACE THE UNION.

    NOW THE CONGO-KINSHASA GOVERNMENT IS TRYING TO FORM AN INTERNATIONAL CONSORTIUM TO TAKE A 40 PER CENT INTEREST IN THE NEW COMPANY. ON MONDAY (13 FEBRUARY 1967) MR. PAUL MEYER, DIRECTOR OF THE FRENCH MINING GROUP PENARROYA ARRIVED IN CONGO-KINSHASA TO CONSIDER THE POSSIBLE PARTICIPATION OF HIS GROUP.

    TALKS HAVE ALSO BEEN GOING ON BETWEEN THE CONGO-KINSHASA AUTHORITIES AND REPRESENTATIVES OF UNION MINIERE. THE REASONS FOR MR. BOMBOKO'S VISIT TO FRANCE ARE BEING KEPT A CLOSELY-GUARDED SECRET, BUT IT IS OFFICIALLY KNOWN THAT ONE OF HIS TACKS IS TO DELIVER A MESSAGE FROM PRESIDENT MOBUTU TO GENERAL DE GAULLE.
