TRANSCRIPT: SEQ. 2: U THANT: "While the practical advantages of pre-planning for peace keeping of future guidelines should not be exaggerated, it ought to be borne in mind that at times the crucial element for averting war or reaching a just and lasting settlement of a political dispute may depend on whether the United Nations in capable of establishing an effective peace-keeping force or observer mission. I consider that I will only be fulfilling my responsibility under the Charter if I should now sound a warning that time may be running out. Unless the United Nations peace-keeping arrangements are placed on a firmer basis we should not be too surprised that the average man finds it difficult to have full confidence in the political efficacy of the United Nation

Background: At the United Nations on Thursday (I April) Secretary-General U Thant addressed the first meeting this year of the Special Committee on Peace Keeping Operations. In the opening statement he recalled that members of the General Assembly had emphasised in the past the urgency and importance of strengthening the peace keeping machinery of the United Nations. He warned that time may be running out; for unless the peace keeping operations of the United Nations are placed on a firmer basis, the average man may have difficulty placing confidence in the political efficacy of the United Nations.
