    THE AGREEMENT ON THE LENGTHY FINANCIAL TALKS BETWEEN BELGIUM AND THE CONGO (LEOPOLDVILLE) STILL AWAITS THE FORMAL SIGNING. A BELGIAN DELEGATION, LED BY THE FOREIGN MINISTER, M. PIERRE HARMEL, FLEW INTO THE CONGOLESE CAPITAL AT THE WEEKEND TO SIGN THE AGREEMENT, WHICH HAS ALREADY BEEN INITIALLED. BUT A LAST-MINUTE HITCH ON OUTSTANDING FINANCIAL CLAIMS LEFT THE AGREEMENT UNSIGNED AND SENT THE BELGIANS BACK TO BRUSSELS TO CONSULT THEIR GOVERNMENT.

    THE AGREEMENT WAS REACHED IN BRUSSELS LAST MONTH AND WAS INITIALLED BY M. HARMEL AND THE CONGOLESE PRIME MINISTER, GENERAL LEONARD MULAMBA. MOST OF IT INVOLVES CONGOLESE GOVERNMENT PARTICIPATION IN SEVERAL COMPANIES THE BELGIAN COLONIAL ADMINISTRATION FORMED BEFORE INDEPENDENCE IN 1960.

    AS AN ALTERNATIVE, M. HARMEL SUGGESTED THAT A PARTIAL AGREEMENT BE SIGNED. BUT THE CONGOLESE INSISTED ON A PACT COVERING ALL ISSUES. M. HARMEL SAID HE WOULD HAVE TO CONSULT HIS GOVERNMENT.

    M. BOMBOKO SAID THE TALKS WERE HELD IN A FRIENDLY ATMOSPHERE AND HE WAS OPTIMISTIC THAT A SOLUTION WOULD SOON BE FOUND.

    (THE AGREEMENT COINCIDES WITH A WARNING BY PRESIDENT JOSEPH MOBUTU THAT COMPANIES OPERATING IN THE CONGO BUT HAVING THEIR HEADQUARTERS IN ANOTHER COUNTRY MIGHT FACE NATIONALISATION UNLESS THEY MOVED TO LEOPOLDVILLE, WHICH FROM JULY 1 WILL BE RENAMED KINSHASA).
