    TRANSCRIPT: SEQ.4: WILSON: OUR AGREEMENT ON ALL THESE QUESTIONS AND ALL THAT LIES BEHIND IT, PROVIDE A FIRM BASIS FOR OUR JOINT ATTEMPT TO MAKE PROGRESS IN SOLVING SOME OF THE GREAT PROBLEMS FACING THE WORLD. FOR EXAMPLE, FOR YEARS, AMERICA, THE SOVIET UNION AND OURSELVES AND ALL THE MEMBERS OF THE UNITED NATIONS DISARMAMENT COMMITTEE, WE'VE BEEN WORKING TO GET AN AGREEMENT TO STOP THE SPREAD OF NUCLEAR WEAPONS AND THESE QUESTIONS, TOGETHER WITH VIETNAM, ARE THE MOST URGENT PROBLEMS THAT THE WORLD IS FACING. THIS IS URGENT BECAUSE THE DANGER OF FAILURE -ONE COUNTRY AFTER ANOTHER ARMING ITSELF WITH THE POWERS OF NUCLEAR DESTRUCTION - THIS COULD MEAN DISASTER FOR THE WORLD. AND NOW WE'RE BOTH CONCERNED, MR. KOSYGIN AND I, THAT A TREATY IS ALMOST WITHIN OUR GRASP. THIS WOULD BE A VITAL STEP IN ENDING THE ARMS RACE, A MAJOR AND VITAL STEP ON THE LONG ROAD TO AN INTERNATIONAL AGREEMENT TO BAN NUCLEAR WEAPONS ALTOGETHER AND TO THE ULTIMATE OF GENERAL AND COMPLETE DISARMAMENT.... LAST WEEKEND I BELIEVED PEACE WAS ALMOST IN OUR GRASP: ONE SINGLE, SIMPLE ACT OF TRUST COULD HAVE ACHIEVED IT. BUT THE INTRICATE MECHANISM LEADING TO PEACE, WHICH WE CREATED LAST WEEK, IS NOT DESTROYED. IT'S NOT GOING TO BE DESTROYED BY THE BOMBING IN THE NORTH OR THE MURDERS IN THE SOUTH, AND NOR CAN THE COOL VOICE OF REASON AND PEACE BE DROWNED BY THE WHINE OF THE BOMB AND THE THUNDER OF THE TRUCKS ALONG THE HO CHI MINH ROAD. WE SHALL NEITHER BE DETERRED BY FAILURE NOR BE DRIVEN INTO IRRELEVANT POSTURES. WITH WHAT WE'VE CREATED IN THESE PAST FEW DAYS, WE SHALL GO FORWARD SEEKING A MOMENT WHEN CONDITIONS ONCE AGAIN EXIST FOR A MOVE TOWARD PEACE. AND IN THIS, THE WORDS OF THE STATEMENT WHICH MR. KOSYGIN AND I SIGNED TWO DAYS AGO PROVIDE HOPE - HOPE THAT IN CONTINUING TO STUDY THE SITUATION, IN MAKING CONTACT, AS WE ARE MAKING CONTACT, OUR TWO COUNTRIES WILL BE ABLE TO WORK TOGETHER TO ASSIST IN ACHIEVING A SETTLEMENT AND TO ASSIST IN BRINGING PEACE.
