    MR KINI'S PRESENCE MEANS THE RESUMPTION OF COMPLETE DIPLOMATIC RELATIONS BETWEEN THE TWO COUNTRIES, SEVERED IN 1960 WHEN MR PATRICE LUMUMBA, THEN PRIME MINISTER, BROKE WITH BELGIUM AFTER WHAT HE TERMED NEO-COLONIAL INTERFERENCE.

    JUSTIN BOMBOKO, CONGOLESE FOREIGN MINISTER, DISCUSSED THE NEW EXCHANGE OF AMBASSADORS WITH M. SPAAK, BELGIAN FOREIGN MINISTERS DURING A VISIT TO BRUSSELS IN NOVEMBER, 1961.

    SINCE THEN BELGIUM'S LINKS WITH THE CONGO IN TECHNICAL ASSISTANCE HAVE ALSO BEEN STEADILY GROWING, AT THE REQUEST OF THE CONGOLESE AUTHORITIES. NEARLY 1500 BELGIAN TEACHERS HAVE TAKEN UP RESIDENCE THERE AND OVER 3,000 CONGOLESE STUDENTS, CIVIL SERVANTS AND TECHNICIANS ARE ON COURSES FINANCED BY BELGIUM. THE BELGIUM GOVERNMENT ALSO PAYS PART OF THE SALARIES OF 95 BELGIAN DOCTORS AND 125 PHARMACISTS, BIOLOGISTS AND NURSING STAFF IN THE CONGO.
