    Background: Plans for a city to take over a big car manufacturing firm: on Feb. 1st, the city Government of Bremen, West Germany, received authority from the city Parliament to make a take-over bid for the Borgward group, Germany's fifth largest motor concern. Its closure would have threatened 20,000 workers with unemployment -- a quarter of the total industrial labour force in the area.

    Breman's Parliament voted unanimously in favour of the making over the fint from its present owner, Herr C.F.W. Borgward, and setting up a limited company with a capital of about ???4 million.

    But Herr Borgward denies that his company is bankrupt. He claims that his properties, including plant, finished vehicles in stock, and spare parts amounted to the value of ???16 million. It's reported that the city wants Herr Borgward to surrender all his ownership rights in the firm, which he has built up over forty years. In 1960, Borgwards made over 102,000 vehicles, but the company's export sales, particularly in the United States and Scandinavia, have declined.
