    MR BHUTTO, LEADER OF THE PAKISTAN DELEGATION, MADE A POINTED REFERENCE IN HIS WELCOMING SPEECH TO THE UNITED NATIONS RESOLUTION OF JANUARY, 1949, WHICH ENSURES TO THE PEOPLE OF JAMMU AND KASHMIR THE RIGHT OF SELF-DETERMINATION.

    MR SWARAN SINGH, LEADER OF THE INDIAN DELEGATION, IN HIS REPLY THOUGHT A SOLUTION OF THE KASHMIR ISSUE ALONE WOULD NOT BRING ABOUT GOOD WILL AND FRIENDSHIP, AND ALL THE DISPUTES SHOULD BE TAKEN INTO CONSIDERATION TO ACHIEVE THE MAJOR OBJECT OF CORDIALITY. HIS EMPHASIS WAS MORE ON CREATING AN ATMOSPHERE OF GOODWILL TO REACH LASTING AGREEMENTS ON ALL ISSUES OF DISCORD.

    ON FRIDAY, PAKISTAN AND INDIA - WHO REPORTED"SOME PROGRESS" IN NEGOTIATIONS - ANNOUNCED AGREEMENT TO CONTINUE THEIR KASHMIR TALKS IN NEW DELHI NEXT MONTH. MR BHUTTO SAID HE WAS "NOT DISSATISFIED", BUT IT WAS UNDERSTOOD THAT HE AND MR SWARAN SINGH HAD NOT YET DISCUSSED ANY SPECIFIC PROPOSALS TO SETTLE THE 15-YEAR-OLD DISPUTE.

    MR SWARAN SINGH AND HIS DELEGATION LEFT RAWALPINDI FOR NEW DELHI TODAY (SATURDAY) AFTER THE END OF THE THREE-DAY MEETING. HE SAID THE TALKS WERE THE "FIRST NECESSARY STEP" TOWARDS THE SETTLEMENT OF THE DISPUTE AND HE WAS LEAVING "AS A SATISFIED MAN".

    CHINA REAFFIRMED TODAY THAT AGREEMENT IN PRINCIPLE WITH PAKISTAN OVER THE BORDER IN THAT PART OF KASHMIR CONTROLLED BY PAKISTAN WAS ONLY PROVISIONAL AND WOULD BE REPLACED BY A FORMAL TREATY WHEN THE KASHMIR DISPUTE WAS SETTLED.

    A FRONT-PAGE EDITORIAL IN THE COMMUNIST PARTY ORGAN "PEOPLES DAILY" WAS THE FIRST CHINESE CONFIRMATION OF THIS POSITION SINCE THE AGREEMENT WITH PAKISTAN WAS ANNOUNCED TWO DAYS AGO - JUST AS INDIA AND PAKISTAN BEGAN TALKS TO TRY AND SETTLE THEIR LONGSTANDING DISPUTE.
