    PRESIDENT NIXON'S RELIEF ENVOY, MR. CLYDE FERGUSON, YESTERDAY (WEDNESDAY) HAD TALKS WITH FEDERAL NIGERIAN LEADER MAJOR-GENERAL YAKUBU WITH THE BREAKAWAY EASTERN NIGERIAN STATE OF BIAFRA.

    WITH MR. FERGUSON WAS THE AMERICAN AMBASSADOR, MR. ELBERT MATTHEWS. THE TALKS WERE ATTENDED BY REHABILITATION COMMISSIONER MR. TIMOTHY OMO- BARE AND EXTERNAL AFFAIRS COMMISSIONER DR. OKOI ARIKPO. THE MEETING LASTED MORE THAN TWO HOURS AT GENERAL GOWON'S DODAN BARRACKS RESIDENCE.

    NEITHER SIDE REVEALED DETAILS OF THE TALKS OUT INFORMED SOURCES SAID MR. FERGUSON WAS TO MAKE FIRM PROPOSALS TO THE FEDERAL GOVERNMENT ON WAYS TO SPEED REFIEF TO BOTH SIDES OF THE 20-MONTH BAR.

    MR. FERGUSON HAS SINCE BEEN REPORTED ON HIS WAY TO NEIGHBOURING DAHOMEY WHERE HE HOPED TO ENTER BIAFRA IN ORDER TO EXAMINE THE REFUGEE PROBLEM THERE.
