    A STATE OF EMERGENCY WAS DECLARED IN SEOUL YESTERDAY (WEDNESDAY) FOLLOWING A GRENADE EXPLOSION WHICH WOUNDED SEVEN PEOPLE INSIDE THE INTERNATIONAL TELECOMMUNICATIONS CENTRE.

    VICE-HOME MINISTER SANG-BOK KIM SAID HE BELIEVED THE GRENADE HAD BEEN TOSSED INTO THE BUILDING BY NORTH KOREAN AGENTS IN A NEW MOVE OF HARASSMENT. A SECOND UNEXPLODED GRENADE HAD BEEN FOUND IN A TEA-HOUSE NEAR THE CENTRE, HE ADDED.

    FOLLOWING TUESDAY NIGHT'S INCIDENT ARMED POLICE MOVED IN TO GUARD MAJOR GOVERNMENT AND PUBLIC BUILDINGS--INCLUDING PRISONS.

    AN EYEWITNESS SAID THAT THE GRENADE WAS HURLED THROUGH A GROUND FLOOR WINDOW AND EXPLODED WHEN IT LANDED ON THE FLOOR. THE BLAST BROKE ABOUT 40 WINDOWS AND COULD BE HEARD OVER A WIDE AREA OF THE CITY.
