    THE EXPANSION OF THE EAST AFRICAN COMMUNITY AND CHANGES TO THE UNIVERSITY STRUCTURE WITHIN THE COMMUNITY WERE TOPICS UNDER DISCUSSION WHEN THE LEADERS OF THE THREE COUNTRIES MAKING UP THE GROUPING MET IN NAIROBI YESTERDAY (WEDNESDAY). PRESIDENT MILTON OBOTE OF UGANDA CHAIRED THE MEETING WITH PRESIDENTS JOMO KENYATTA OF KENYA AND JULIUS NYERERE OF TANZANIA.

    THE PRINCIPAL DECISION TO EMERGE FROM THE MEETING AFFECTS THE FIELD OF HIGHER EDUCATION. THE THREE LEADERS DECIDED THAT EAST AFRICA SHALL HAVE THREE DISTINCT UNIVERSITIES.

    PREVIOUSLY, THE UNIVERSITY COLLEGES OF NAIROBI DAR ES SALAAM AND KAMPALA HAVE COMBINED TO FORM THE EAST AFRICAN UNIVERSITY. EACH OF THE THREE COLLEGES WILL NOW BE DEVELOPED TO ATTAIN FULL UNIVERSITY STATUS. THE LEADERS BELIEVE THAT IN THIS FORM THE UNIVERSITIES WILL BE BETTER EQUIPPED TO CATER FOR THE HIGHER EDUCATIONAL NEEDS OF THE COUNTRIES.

    DESPITE REPORTS THAT THE PRESIDENTS MIGHT REACH A DECISION ON ZAMIA'S APPLICATION TO ENTER THE COMMUNITY, THE OFFICIAL COMMUNIQUE ISSUED AFTER THE MEETING SAID MERELY THAT PROGRESS OF NEGOTIATIONS TO EXPAND THE COMMUNITY HAD BEEN NOTED. THREE OTHER STATES -- ETHIOPIA, SOMALIA AND BURUNDI -- HAVE APPLIED FOR MEMBERSHIP OF THE EAST AFRICAN COMMUNITY.

    BUT IT WAS DECIDED AT THE MEETING THAT THREE IMPORTANT BANKS SHOULD BE ALLOWED TO PARTICIPATE IN THE EQUITY CAPITAL OF THE EAST AFRICAN DEVELOPMENT BANK.
