    NEGOTIATIONS ON THE BIGGEST TARIFF-CUTTING PROGRAMME IN HISTORY -- THE "KENNEDY ROUND" -- EFFECTIVELY BEGAN IN GENEVA TODAY (MONDAY). THE MAJOR PARTICIPATING COUNTRIES SUBMITTED SECRET LISTS OF INDUSTRIAL PRODUCTS THEY WANT EXEMPTED FROM THE PROPOSED 50 PER CENT TARIFF REDUCTION.

    THE UNITED STATES, BRITAIN, FINLAND, JAPAN AND THE SIX COMMON MARKET NATIONS HANDED OVER THE EXCEPTION LISTS TO MR. WYNDHAM WHITE, THE EXECUTIVE SECRETARY OF THE GENERAL AGREEMENT OF TARIFFS AND TRADE (GATT).

    FIVE EUROPEAN FREE TRADE ASSOCIATION (EFTA) COUNTRIES, AUSTRIA, DENMARK, NORWAY, SWEDEN AND SWITZERLAND CLAIMED NO EXEMPTIONS AS DID CZECHOSLOVAKIA, THE ONLY EASTERN BLOC COUNTRY TO BELONG TO GATT. CANADA, ON THE OTHER HAND SUBMITTED A LIST OF CONCESSIONS IT'S PREPARED TO OFFER AS IT WON'T BE NEGOTIATING FROM THE STANDPOINT OF A GENERAL 50 PER CENT TARIFF REDUCTION.

    THE GATT SECRETARIAT IS TO ARRANGE TOMORROW (TUESDAY) DISTRIBUTION OF THE LISTS AMONGST THE DELEGATIONS OF PARTICIPATING COUNTRIES. INDIVIDUAL COUNTRIES WILL THEN BE ASKED BY OTHERS TO JUSTIFY THEIR CLAIMS THAT PARTICULAR PRODUCTS BE EXEMPTED FROM THE PROPOSED CUTS BECAUSE OF REASONS OF NATIONAL INTEREST.

    THE SYSTEM OF EXCEPTION LISTS WAS AGREED BY GATT MINISTERS DURING THEIR MEETING IN MAY, AND WILL PERMIT EFFECTIVE NEGOTIATIONS ON THE TARIFF CUTS TO BEGIN IN EARNEST.
