    The Soviet Union has pledged to strengthen ties with Laos.

    SYNOPSIS: The pledge was given at talks between Soviet Communist party chief, Mr. Leonid Brezhnev, and Laotian Premier, Mr. Kaysone Phomvihan in Moscow on Monday (6 September). Mr. Brezhnev's decision to meet Mr. Phomvihan was seen by observers as a sign of the importance the Soviet Union attaches to improving relations with Laos, a country where it is competing for influence with China. It is Mr. Phomvihan's second visit to the Soviet Union within six months.

    The Laotian leader also spent more than two weeks in the Soviet Union in April and May. This time he is leading a delegation of government representatives and members of the People's Revolutionary Party on an extensive tour of communist countries including Mongolia, Cuba, and eastern Europe.

    At a dinner later, Mr. Brezhnev said the Soviet Union would play its part in developing relations of friendship, solidarity and co-operation with Laos. Soviet Premier Alexei Kosygin, was not at the reception for Mr. Phomvihan as he accompanied the Laotian Premier during the earlier visit. Mr. Kosygin was also reported to have nearly drowned recently after suffering a heart attack while swimming. The Soviet Communist Party and Foreign Ministry were also represented at a lower level.
