    BUT, IF THE TERRITORY VOTES FOR INDEPENDENCE, THEN FRANCE HAS WARNED THAT ALL LINKS WILL BE CUT. THE FRENCH WILL MOVE OUT COMPLETELY AND ALL AID, TECHNICAL, FINANCIAL AND MILITARY, WILL CEASE.
