    MARTIAL LAW HAS BEEN DECLARED IN SAIGON AND THE SURROUNDING GAI DINH PROVINCE FOLLOWING STUDENTS DEMONSTRATIONS AGAINST THE NEW SOUTH VIETNAM GOVERNMENT OF TRAN VAN HUONG. THE DECREE WHICH CAME INTO FORCE EARLY TODAY (FRIDAY) NAMES THE ARMY AS RESPONSIBLE FOR MAINTAINING LAW AND ORDER AND GIVES THE MILITARY CONTROL OF THE POLICE.

    CIVILIANS HAVE BEEN ORDERED TO HAND IN ALL WEAPONS TO THE MILITARY AUTHORITIES AND ALL STRIKES AND STOPPAGES HAVE BEEN FORBIDDEN.

    TROUBLE FLARED WHEN AN ESTIMATED 3000 SCHOOL STUDENTS, LED BY STUDENTS ASSOCIATION LEADERS, BEGAN A PROTEST MARCH THROUGH THE STREETS. THEY WERE PROTESTING AGAINST THE ACTION OF THE GOVERNMENT IN PUTTING DOWN OTHER DEMONSTRATIONS ON SUNDAY LAST. TROOPS AND POLICE MET THEM HEAD ON, AND IN REPLY TO TEAR GAS AND WARNING SHOTS THE STUDENTS USED STONES AND STICKS.

    THE STREET FIGHTING RAGED FOR HOURS AND BEFORE THE MILITARY GOT THE UPPER HAND ONE 15 YEAR OLD BOY HAD BEEN KILLED AND 80 STUDENTS, SOLDIERS AND POLICE HURT.

    EARLIER, STUDENTS FROM A HIGH SCHOOL BARRICADED THEMSELVES IN THEIR MODERN FIVE STOREY BUILDING. THE DEMONSTRATION BEGAN JUST AFTER THE PUPILS ARRIVED FOR CLASSES AND ALMOST IMMEDIATELY THE BUILDING WAS DRAPED WITH PLACARDS CALLING FOR THE REMOVAL OF THE GOVERNMENT. STUDENT LEADERS AND BUDDHIST MONKS TRIED TO PERSUADE THE STUDENTS TO CALL OFF THE DEMONSTRATIONS. BUT THEY WOULDN'T.

    A POLICE MAJOR WHO TRIED TO REASON WITH THE STUDENTS WAS PELTED WITH CHAIRS AND STONES AND EVEN ANXIOUS PARENTS, BRINGING FOOD FOR THEIR CHILDREN, HAD DIFFICULTY APPROACHING THE BUILDING.

    EVENTUALLY THE DEMONSTRATION WAS CALLED OFF AFTER FURTHER NEGOTIATIONS BETWEEN THE STUDENTS AND BUDDHIST MONKS. AFTERWARDS THE SCHOOL WAS CLOSED AND THE CHILDREN WENT HOME.
