    Mexico's President Luis Echeveria called on the United Nations to suspend Spain's membership when he spike at the General Assembly on Tuesday (7 October). He also asked the Assembly to apply sanctions against the Franco government.

    Underlining a proposal he originally put forward immediately after the execution of five urban guerrillas in Spain a fortnight ago he told the General Assembly that he wished to bring into force the petition he submitted to the Security Council on 28 September.

    At the time the Council declined to act on the proposal and several members came out in favour of a Swedish initiative for an assembly committee to consider alleged violations of human rights in Spain.

    President Echeverria argued that the situation in Spain went beyond the violation of human rights. He said there was evidence that the systematic creation of a climate of violet confrontation would lead to international friction and endanger world peace.

    It's felt unlikely that the Mexican leader's reaffirmation of his previous initiative will bring about a change of heart in council members. It is understood that only the United States and Tanzania are ready to have the Council place the question of Spain's suspension of its agenda.
