    THE RHODESIAN EXECUTIVE COUNCIL YESTERDAY (TUESDAY) REPRIEVED 25 AFRICANS LYING UNDER SENTENCE OF DEATH AND COMMUTED THEIR SENTENCES TO LIFE IMPRISONMENT, ACCORDING TO AN OFFICIAL ANNOUNCEMENT.

    THE EXECUTIVE COUNCIL, CONSISTING OF THE OFFICER ADMINISTERING THE GOVERNMENT, MR. CLIFFORD DUPONT, AND THE CABINET, STATED IN THE ANNOUNCEMENT THAT OTHER CASES WERE STILL TO BE CONSIDERED.

    AT THE TIME OF THE MEETING THERE WERE 117 AFRICANS AWAITING EXECUTION, 49 OF WHOM HAD BEEN SENTENCED UNDER THE LAW AND ORDER (MAINTENANCE) ACT WHEN IT STILL INCLUDED A CLAUSE MAKING THE DEATH SENTENCE MANDATORY FOR CERTAIN OFFENSES. THE CLAUSE WAS WITHDRAWN RECENTLY TO GIVE JUDGES DISCRETION TO IMPOSE PRISON SENTENCES.

    THERE HAVE BEEN NO EXECUTIONS IN RHODESIA SINCE MARCH OF THIS YEAR WHEN FIVE AFRICANS WERE HANGED IN SALISBURY JAIL. THREE OF THEM HAD BEEN REPRIEVED BY QUEEN ELIZABETH, BUT THE SMITH REGIME REFUSED TO RECOGNISE THE ROYAL PARDON. THE EXECUTION OF THE FIVE ROUSED ANGER IN BRITAIN AND IMPEDED THE RE-OPENING OF NEGOTIATIONS ON RHODESIAN INDEPENDENCE.

    EARLIER THIS YEAR, THE EXECUTIVE COUNCIL REPRIEVED 44 AFRICANS WHO WERE UNDER SENTENCE OF DEATH.
