    The major Communist offensive in South Vietnam - which began on March 30th and has resulted in substantial gains for the North Vietnamese forces - is proving a severe test for President Nixon's policy of Vietnamisation.

    The term "Vietnamisation" covers the whole process of handing over the war to the South Vietnamese armed forces while the steady withdrawal of United States troops continues.

    The new Communist offensive comes at a time when the Vietnamisation of the ground war is almost complete. Only 49-thousand United States troops remain in South Vietnam -- virtually all of them employed as advisers or in back-up units rather than in combat roles.

    President Nixon hopes to have all the ground troops home by November.

    The process of Vietnamisation has been going on for a long time - but it is only in the last three years that it has been stopped up to fit in with the United States withdrawal.

    South Vietnamese military officers are confident that the men under their command will successfully withstand the Communist challenge. Their confidence is shared by United States leaders.
