    British Prime Minister Edward Heath flew to Ottawa yesterday (Wednesday), ad a time when Canadian opposition to possible British arms sales to South Africa was building up in the Canadian parliament. The question of the arms sales was believed high on the agenda when Mr. Heath met Canadian Prime Minister Pierre Trudeau at the latter's closely guarded house.

    Canadian concern over the arms question is so deep that Mr. Trudeau recently sent special envoys to Zambia and Tanzania to sound out African reaction. This was interpreted as an effort by Canada to avoid a confrontation between Britain and non-white nations at next month's Commonwealth Prime Ministers' Conference in Singapore.
