    Messages from President Eisenhower and Soviet Premier Khrushchev were read at the opening of a 10-Power East-West disarmament conference at the Palais des Nations in Geneva, Switzerland, Mar 15. The Russian Premier's note said the Soviet Government would give "attentive consideration to all proposals" aimed at general and complete disarmament.

    Hopes for progress were expressed by leaders of all ten delegations, who are seated in alphabetical order at an oblong table, with Bulgaria, Canada, Czechoslovakia, Franco and Italy on one side, and Poland, Rumania, Russia, the United Kingdom and the United States on the other.

    Mr. Zorin of Russia, the only delegate who did not address the conference in English or French, pointed out that "there still exist forces in the world which offer stubborn resistance to genuine disarmament." Western proposals did so far not contain "the necessary, real measures for the carrying out of general and complete disarmament. " These circles were "taking steps for further intensification of the arms race."
    The conference was to hold its first working session Mar 16, giving Britain's Minister of State for Foreign Affairs, Ormsby-Gore, the floor for an expose of the jointly agreed western comprehensive plan.
