    PRESIDENT ALPHONSE MASSAMBA-DEBAT LOST HIS FIGHT AGAINST CONGO-BRAZZAVILLE'S NATIONAL ARMY FOR THE SECOND TIME WHEN HE RESIGNED YESTERDAY (WEDNESDAY).

    M. DEBAT'S RESIGNATION WAS ANNOUNCED BY CAPTAIN MARIEN NGOUABI, THE COMMANDER-IN-CHIEF OF THE ARMY AND PRESIDENT OF THE NATIONAL COUNCIL OF THE REVOLUTION.

    M. DEBAT WAS UNDERSTOOD TO BE LIVING IN THE PRESIDENTIAL PALACE, WHERE HE HAS BEEN UNDER HOUSE ARREST SINCE THE WEEKEND'S HEAVY FIGHTING. THE PALACE IS STILL SURROUNDED BY TROOPS, WHO REMAIN ON GENERAL ALERT.

    ARMOURED UNITS WERE MEANWHILE SAID TO BE TRAVELLING TOWARDS THE SOUTH OF THE COUNTRY WHERE, ACCORDING TO RUMOURS, SUPPLIES OF ARMS HAVE BEEN CACHED.

    CAPTAIN NGOUABI GUARANTEED THE SAFETY OF THE 47-YEAR-OLD PRESIDENT, AND ALSO ANNOUNCED THAT THE NATIONAL COUNCIL HAD DECIDED ON THE CONSTITUTION OF A PROVISIONAL GOVERNMENT LED BY CAPTAIN ALFRED RAOUL, THE PRIME MINISTER, UNTIL NEW INSTITUTIONS COULD GO INTO EFFECT.

    IN ANNOUNCING M. DEBAT'S RESIGNATION, CAPTAIN NGOUABI SAID THE PRESIDENT HAD FAILED IN HIS ESSENTIAL MISSION OF ASSURING RESPECT FOR THE COUNTRY'S EXISTING INSTITUTIONS AND NATIONAL UNITY.
