    Background: President Ayub Khan of Pakistan en route for the London Commonwealth Prime Ministers' Conference arrived by air at Istanbul Turkey Apr 28 a few hours before a students' anti-Government riot in the capital led the Government to impose martial law in both Istanbul and Ankara.

    President Bayar of Turkey - identified by his opponents (the opposition People's Party) with the ruling (Democrat) party - greeted the President of Pakistan at the airport.

    After the welcome ceremony there the two Presidents drove to the shale Palace.

    The home both Presidents face domestic unrest. In Pakistan: increased restriction on the Press; in Turkey: further Opposition and Press freedom restricted.
