    MOST DELEGATES FLEW IN LAST SUNDAY. PRINCE SIHANOUK, THE CAMBODIAN HEAD OF STATE, SAID ON ARRIVAL THAT "THE IMPENDING CONFERENCE IS NOT CALLED UP TO DISCUSS, STILL LESS TO EXAMINE, THE BACKGROUND TO THE QUARREL BETWEEN OUR CHINESE AND INDIAN FRIENDS". IT COULD NOT FIND A SOLUTION TO A MATTER WHICH "REMAINS EXCLUSIVELY AND INDIAN AND CHINESE MATTER".

    WHEN THE CONFERENCE OPENED NEXT DAY IT DECIDED IT COULD ONLY ACT AS A FORUM FOR AN "EXCHANGE OF VIEWS" AIMED AT GETTING THE TWO NEIGHBOURS TO THE NEGOTIATING TABLE. AS FORESEEN, ALL DELEGATES EMPHASIZED THEY COULD NOT EXAMINE MERITS OF DISPUTE OF DISTRIBUTE PRAISE OR BLAME.

    TODAY (TUESDAY), THE SECOND DAY OF THEIR TALKS, THE AFRO-ASIAN DELEGATES DECIDED TO EXTEND THE CONFERENCE ANOTHER DAY IN THE HOPE OF REACHING AGREEMENT ON A BASIS FOR NEGOTIATIONS.

    IT WAS UNDERSTOOD THAT DEADLOCK WAS REACHED OVER BURMA'S OPPOSITION TO, AND EGYPT'S INSISTENCE ON, AND EGYPTIAN PROPOSAL FOR A CEASEFIRE STRENGTHENED BY A BUFFER ZONE AS A PRELIMINARY TO SINO-INDIAN NEGOTIATIONS.
