The United Nations Security Council agreed on Thursday (4 December) to invite the Palestine Liberation Organisation (PLO) to "participate fully" in its consideration of Tuesday's Israeli raid on Palestinian camps in Lebanon.

RICHARD: In accordance with the decision just taken by the Security Council, I invite the representative of the Palestine Liberation Organisation to take a seat at the Council table.

Mr. President, for twenty-eight years the people of Palestine have been living either in exile or under Israeli occupation, and their very existence is still being denied by the Zionist enemy. From Hertzel to (indistinct) and from Ben Gurion to Rabin, including of course Dayan and (indistinct) Begum, we have had a bitter experience with this racist Zonist movement.

Background: The United Nations Security Council agreed on Thursday (4 December) to invite the Palestine Liberation Organisation (PLO) to "participate fully" in its consideration of Tuesday's Israeli raid on Palestinian camps in Lebanon.
The United States Ambassador, Mr. Daniel Moynihan, who voted against the proposal, called it an outrageous attempt to give "an amorphous terrorist organisation" the attributes of a sovereign government.
Mr. Ivor Richard, the British Ambassador, who is also the President this month, took a similar position to that of Mr. Moynihan. He said the proposal to give the PLO full participation went far beyond the Council's customary action in such cases.
The Council's decision, which avoided any reference to the rules of procedure governing the participation of non-members or individuals, was without pre??dent. Egypt, which joined Lebanon in asking for the Council session following the Israeli raids, had asked for a hearing for the PLO.
Immediately after the vote, Mr. Basel amin Aql, the leader of the PLO delegation, took a seat at the Council table. He joined delegates of Lebanon and Egypt who are also non-members.
SYNOPSIS: On Thursday the Security Council agreed to the PLO participating in the Israeli raids debate.
The Council's President, Mr. Ivor Richard, who is the British Ambassador to the U.N. had criticised the invitation as going far beyond the Council's customary action in such cases. His remarks were similar to those expressed by the United States Ambassador. The PLO delegation was led by Mr. Basel Amin Aql.
