    SPEAKING AT THE CEREMONY, THE GOVERNOR OF UGANDA, SIR WALTER COUTTS, WARNED THE PEOPLE OF UGANDA THAT THEY WERE TOO PAROCHIALLY MINDED WHEN IN A FEW MONTHS' TIME THE GREAT PROBLEMS OF AN INDEPENDENT UGANDA WOULD HAVE TO BE FACED.
